IPN endorses the reaction of Universities of the Netherlands (UNL). Like UNL, IPN expresses doubts about the practical and legal feasibility, its proportionality and the impact of the law on international collaborations. The proposed law is a particular threat to the ICT sector, due to severe shortages in the workforce and the limited influx of students on the master’s and graduate levels. In addition to the points addressed in the reaction of UNL, IPN proposes to define sensitive technology based on application domain instead of discipline areas or specific technology. This approach also enables fine-grained differentiation based on technology readiness level.
